There is a Debian/Ubuntu tool to achieve this: debootstrap

I think it is also a good idea to search the Ubuntu Wiki for
debootstrap. There might be some usefull articles for you!
I did this twice on a Debian system and it worked great. On Ubuntu it
should be the same.
