What I'd check is:
- connection to other irc servers/networks
- irc.ubuntu.com is an alias to chat.freenode.net which, in turn,
resolves to quite some addresses:

irc.ubuntu.com is an alias for chat.freenode.net.

does your DNS give a similar answer?
- connection to the IP addresses instead of the name
- something like
~$ sudo hping3 --syn --traceroute --destport 6667 irc.ubuntu.com
to see where packets get dropped.
