I can't connect to irc.ubuntu.com

Hi , everyone

I've failed to connect to irc.ubuntu.com for quite a long time.

My IRC client is Pidgin 2.2.1 , and my internet connection is ok .

But I can "ping" irc.ubuntu.com successfully ( below is the statistics )

So this problem is really weird ( I also tried ChatZilla but it kept
connecting ...)

I live in Chian mainland .
