Thanks.  Actually, the best I could figure is that with that wording, it
might be an Oscar Wilde quote.  Of course, it's been requoted by
everybody... The quote as ascribed to Napoleon says "incompetence" rather
than "ignorance" - though of course it's translated from French - which was
just a little more harsh than I think fair.
