Gimp Apparently Doesn't Install

I'd installed Gimp from an Ubuntu  disk onto a Windows computer.  For 
some reason, after it seemed finished installing, it asked for a 
preferred language, then it sat there and laughed at me.  I tried to 
find the start icon for it but to no avail.  All I could find was a 
Language icon and an Uninstall Icon.

I thought this was to be able to be started in Foxfire which I have and 
use, but I can't find anything on it there either.

Any ideas?
