Getting xinetd+svnserve working in Ubuntu Server 8

Update:

I went here and followed the instructions:
http://svn.haxx.se/users/archive-2005-09/1282.shtml

However, doing the following command does not work:
svn ls svn://localhost/personal

I get the following error message:
svn: Can't connect to host 'localhost': Connection refused

What could be causing this? Is there a log somewhere I can view?
