There is "Kompozer" (ex "NVu") which builds on Mozilla composer.

Apart from Kompozer there is also "Quanta" (KDE based), which is the
other WYSIWYG editor. Neither are really a match to Dreamweaver, but
that's the best that's available as far as I know :-/
Could still suit you though, depends on your needs and expectations...
give both a try and see for yourself ! ;-)

Both Kompozer and Quanta are readily available from the Ubuntu
repositories, just a click away.
