A bad cmos battery shouldn't stop the computer from booting. I have an
old laptop with a dead cmos battery & it boots & runs just fine... once
you enter the date in bios of course :-)
It sounds as if Steve's laptop has something more serious than a dead cmos.
That said, I'm curious about:

Steve: can you please explain what you mean by "the wireless is
responding" and specifically which "idiot lights" are responding?
Maybe its a case of thinking it's in hibernate/suspend mode and is
waiting for the proper key sequence/hardware switch to start back up.
I have seen cases where the openscreen switch on a laptop failed or
became stuck and the laptop still thinks that the screen is closed.
Alternately, try the other suggestions of taking out the battery &
waiting then restarting from power, or hard resetting.
