Do you have a link to a cite? All I can find is this:
https://addons.mozilla.org/en-US/firefox/addon/7637

However I don't think that the author of that addon is a Moz Dev. The
only thing I can see from bugzilla and moz-zine are not methods of
getting the old behavior back but "addressing the concerns" of people
who want that behavior back. One example of such address the concerns
is to further /add/ things to the Search Location Bar (SLB, official
name) to allow people to coerce that behavior on a search-by-search
basis. The present idea is to have the person add a modifier to the
search to limit it to one of three areas; * for bookmarks, # for
history, ~ for tagged entries. So if we wanted to search the history
we'd enter # foo instead of just foo. However there is no inkling of
changing the search algorithm back to FF2's behavior.

See https://bugzilla.mozilla.org/show_bug.cgi?id=395161 for what I mean.

Now, I'm not saying there isn't other efforts out there. I'd love to be
proven wrong hence my asking if you have a specific cite. But in the
past few days of really looking into this I have not found more than the
above.
