Problems installing. No ISO, WUBI not working

I have been trying to install Ubuntu 8.04 desktop.
I downloaded the CD, only to find it was a RAR file.  I uncompressed
it but could not find an ISO to burn.  I was using nero to try and
burn the file but now I am downloading Image Recorder to do the
burning.  I thought maybe I was just having trouble burning the live
CD so I tried to use WUBI to install over windows.  WUBI started,
asked me to select a name and password and then started running.  3
seconds later a prompt appeared "Please Connect to the Internet" Retry
Cancel.  I was already connected to the internet to I tried to retry
but it failed.
