True, especially when you upgrade your hardware, put some super powerful
hardware into your computer and vista rates it a 1?! You can bearly do
the start menu at a 1 (talking from experience here...i ditched windows
a long time ago btw). 

The average rating for average systems is about a 3. You cant do the
latest games at a 3, you can bearly do games from the late late 90's at
a 3 (on some systems)
