Not true at all. It's perfectly valid to install your bootloader
(either grub or lilo) in the filesystem superblock and install a dos
style mbr that will automagically chainboot the Boot partition,
whichever it may be.
I'll have to double check before speaking for XP, but I'm fairly sure it
can be booted the same way as well.
