Not exactly. Of course you have to be root to do an install, but
that's sort of a given, and that happens before the real users are
added. Ubuntu lacks a root account (it's there, but kind of hidden) so
you sudo from a user account to get stuff done that needs root
privileges. There really isn't the concept of a separate administrator
account like in XP that's separate from, or in addition to root-
either you have root's privileges or you don't, at least with default
setups. You could get a little more fine-grained control by listing
various tasks that people can do or not in sudoers, but it's not set
up that way by default.

Man could do somethings that woman could not (hope that doesn't sound
sexist :) but not unless it is set up that way, both users would have
equal access rights, unless some action is taken to prevent that.
