Yes there is... it's called VirtualBox.  Check out
http://www.virtualbox.org  You can run Vista, and have Ubuntu as the
guest (running in a window) or the other way around where you run
Ubuntu and have Vista in a Window.

You can also use the Ubuntu 8.04 Wubi installer http://wubi-installer.org/
