"virtual" often means "there must be a package but I can't find it"! 
Strictly, a virtual package is something that is "provides" by another
package.  

$ apt-cache madison vdr-plugin-burn mkisofs vdr-genindex  vdrsync projectx

Interesting.  The links to http://bella just mean I could only find it in my
local package cache ("feisty" is a red herring - that's just what I called
the apt-move cache when I created it - by now it contains gutsy and hardy
packages).  I would guess mkisofs must have been superceded (checking
packages.ubuntu.com says, yes, it's provided by genisoimage, now - so
vdr-plugin-burn should depend on genisoimage).  You could fix that
dependency simply by installing genisoimage.

vdr-genindex doesn't exist in Ubuntu until Intrepid. The others don't even
exist.
