All? I don't know for sure...I can list the ones I've used or read about...

vmware player
vmware server
boches
qemu
virtualbox

xen is only for other Linux systems, isn't it?

The majority of the ones listed are virtual machines, though, not 
windows emulators. You still need to have a licensed copy of Windows in 
order to use it.
