I'm not sure if this will cure the menu option but this will add a
Debian menu with many programs that do not show up in Gnome/Kubuntu
menus:
#Debian Menu
sudo apt-get install menu menu-xdg
sudo dpkg-reconfigure menu
sudo dpkg-reconfigure menu-xdg
sudo update-menus
Logout and back in and you should now have a Debian menu.
