java/dst time off by 1 hour

I have java-sun v5 installed on ubuntu.  It appears that the JVM has the
time zone correct, but thinks daylight savings time is not on.  So the time
returned to the JVM is off by an hour.

Is there a configuration setting for this?
Is there a fix that I need?
