the files in /etc/default are usually sourced by the initscripts, if you
take a look at winbinds initscript in /etc/init.d you will notice it
only reads WINBINDD_OPTS from there ...
if you want to disable it the easiest (and only safe way to not get that
reset on package upgrades) way is to go to /etc/rc2.d and move
the ??Swinbind link to be ??Kwinbind either by just moving the links
around manually, using the update-rc.d script or the gui tool.
