Hi Michael,
You should be able to add a new full Menu Launcher to the Gnome panel.
When you look at the available applets, you'll see a single menu launcher
and another that is the full-blown trio of menus we're all used to. I can't
remember the specific name right now because I'm not on an Ubuntu machine
currently.
