You might try a free NNTP provider, you can find a list of them via Google, the one I use is news.readfreenews.net it has the group gnu.emacs.help.

Alas, my ISP does not offer an NNTP server.

I suppose there is GoogleGroups but even as a happy Gmail user I find
the GGroups UI incomprehensible...
