Is the missing /etc/default/ddclient file a bug or not?

ime, packages that _expect_ a /etc/default/ file, create it.  I'm sure
that's not universal, but imo it's OK not to create the actual config file,
but it should at least stick a skeleton into /etc/default if it needs it.
