As far as the technology goes, what I was really looking for was
software for making calls from the computer, either via modem or via
VOIP, while recording them at the same time. I know I could probably do
this with something like Asterisk, but I just wanted it for a one-off
job, for which asterisk would have been massively over the top.

However I take the point about legality. More than likely there is a
Canadian federal law similar to the UK and the various US state laws you
have mentioned. But even if there isn't, I suspect I might come to
regret engaging in something others consider murky. Someone I am
acquainted with is abusing other people's trust and doing a lot of harm
and I want to make sure this stops, but as you have implied, I could do
a lot of damage myself if I give in to impatience. It looks like I'll
need to take the long road here.
