Where is "say" ?

I'm playing with wifi-radar this weekend, trying to get it to
autonconfigure my wireless network on boot without having to log in to the
KDE session.

One of the configuration options in /etc/wifi-radar.conf is to make it
"speak" the changes it makes.

This relies on an executable called "say" which if memory serves me
correctly is a front end to the Festival text to speech tools.

How can I find out what package I need to install to have this executable
installed? apt-cache search did not seem to lead me to an answer.
