Here is the update on the situation.
In order to use any PAC7311 or similar device, one must do the following:
0) Check where gspca.ko is located (/lib/modules/*). It may be in more
that one location, make a note of them.
1) Download gspcav1 >= 01.00.17 from here: http://mxhaard.free.fr/download.html
2) Untar it, and edit Makefile around line 40 so that
MODULE_INSTALLDIR is pointing to the location of gspca.ko (and if need
be, MODULE_INSTALLDIR2 is pointed at the second location).
3) "make", "sudo make install", reboot (with camera disconnected).
4) Confirm that the current version of gspca.ko is the new version by
checking the timestamp of the file (ls -l).
5) Connect camera. Check that /dev/video* was created. If so, the
camera _should_ work. Sometimes I get only a black screen from it, and
a reboot is required to get video.
6) If the camera does not work, then check "tail /var/log/kern.log"
and see if the camera was detected. Post to ubuntu-users with the
output of kern.log and pray that Thomas will appear on his white
horse.

troubleshooting and teaching me.
