error in updating to ubuntu 7.10

The above link seems perfectly valid. I can download it just fine.

I would suggest to do as suggested and check your network, as that seems 
the most likely cause of the problem. Can you manually download the file 
(via wget for instance) ? What happens if you try and run the update again ?
