Yes, KompoZer will indeed be in the repositories for Hardy, the next LTS.
No, it will not be in the repos for Dapper.  However, it should compile on
Dapper just fine, and now that some bugs have been worked out in Launchpad I
will be giving the PPA concept another try, which if successful will result
in a package being available for Dapper users, just not in the official
repos.  Keep an eye on https://launchpad.net/~tonyyarusso/+archive and my
web site (listed below) for results on that front.  Additionally, I am
currently working on an update to the package to ensure that Dapper users
who have nvu installed will get kompozer rather than just being left out in
the cold to figure it out manually, so hopefully that will get in place in
time.
