Are you asking for where rtnetlink comes from?  IIRC it's short for 
'routing network link(ing)'.  I recall a function in early kernel code 
that had a similar name that allowed the kernel to (as you say above) 
edit routing tables.

Although, I could be wrong.  It's been a while since I dug that deep 
into a kernel.
