NFS mount /usr/local

Likely, /usr/local is in use at boot time due to init scripts having / 
usr/local/bin in their $PATH or similar. Not sure how to cover this,  
though. This sounds like a lot of fiddling with the scripts in /etc/ 
init.d.

How about doing an automated copy regularly? This way, you have a  
backup as a side-effect.
