my top and botom panels for the menus are missing in Gnome

/WQell I downloaded the gnome-panel program and I get the following
error when it is run;

error: an error occured while loading or saving  configuration for
gnome-panel.  Some of your configuration settings may not work properly.

I did a bit of reading and did not find a solution to the problem.
