Printing two files on one page via CLI

I have two files (1.odt and 2.html) that I need printed weekly on a
single sheet of paper. Although each of the pages are designed to be
printed each as a separate A4 page, I must print both at half size on
a single sheet. Is there a CLI command to automate this? I tried "man
cups" and I googled for "print cli" but I found nothing relevant.
Surely this is possible, no?
