Transfer speed between machines on LAN

I have two computer connected via Level 1 router on a LAN. I find that
when I transfer files between them I only get about 5 MB / sec. What
could be the cause of this slow speed? I have tried different cables,
but that made no improvement. Could the router be at fault? One
machine is a laptop so I cannot replace the ethernet card, and the
second is a desktop that I have tired with another ethernet card and
got the same speeds. What should I start checking?
