The Places menu is not part of the "panel menubar", which consists of
the Application and System menus, as the link explains. The name "panel
menubar" is a bit confusing I guess.

To edit Places, you can
      * Create a bookmark in any file manager window (menu Bookmarks) 
      * Connect to a remote resource file manager > menu File > Connecto
        to server, or in the Places menu > Connect to server

What exactly do you mean with "setting"? If you want to share your
mails, calender entries, etc., you could set up services that provide
this, such as an IMAP mail server.

I haven't used it, but the Sabayon user profile editor might be what you
are looking for: http://www.gnome.org/projects/sabayon/

Install the "sabayon" package from your Ubuntu package manager of
choice.
