How to disable port/service in Ubuntu 8.04

Hi,

How can I disable port/service in Ubuntu 8.04.

I looked at lot of upstart related info but there is no clear cut info for that.

For example http://upstart.ubuntu.com/getting-started.html describes
to look into "/etc/inittab", but I don't have that file on my system.

I also don't have "/etc/init" directory as described.
