I have a desktop link containing the following:

file:///usr/share/doc/rutebook/rute.pdf.gz

This opens it up in the okular reader.

You could also use your web browser to go to:

file:///usr/share/doc/rutebook/html/index.html

save it as a bookmark or add it to the bookmarks toolbar.
