No, that feature was on kde 3.5.x but not on kde 4.1. 
When I right click the desktop on 4.1 there is a
desktop settings entry but it only has wallpaper and
themes and no configure desktop and no enable icons
features. Sorry, I wish it were there. Thanks for
trying.  I've been looking for something to that
effect in K menu on 4.1 but can't find it.
