To move plasmoids (widgets) around the panel, you must first click on the
plasma symbol (looks kind of like half of a yin/yang symbol) on the panel. If
it is not there, right click on the desktop and click unlock widgets. You
should then be able to move them around at will. To move the panel around,
click and drag on the control panel that comes up after clicking on the plasma
symbol.
Moving plasmoids on the panel is one of the new features of 4.1.
