A documented bug is not a feature, no matter what the programmer may believe :-)

I have to say this is a bug.

Note that gnome-open man:interfaces works
Note that man: is a valid uri according to the uri man page
Note that it works in KDE, and on other and previous distros

It's a bug in that alt-f2 run box applet thingy - and I'm gonna file
it darn it :-)

Off to search Launchpad...
