ubuntu 8.04 lts cups problem

Karl,

I get no printer list not even the local pdf, all options except for 
Goto server and reload on the menu bar are grayed out.  I want to 
connect to a network printer but since everything is grayed out I 
can't.  The problem seems to be with cups itself not starting up  or 
starting up properly. 

I have set up several ubuntu workstations in the past and this is my 
first problem with cups.  Like you indicated it should just work.
