A third solution: a hard drive that can be included in the chassis (free room in the chassis for a second hard disk) or used as an external har drive (it would use in both cases a USB port).

So, the user would deciede when and how plug the hard disk to the laptop (i.e. don´t include in the chassis upto the moment the second operating system is installed).
