I don't  know about Xubuntu, but several currently active threads on the
mailing list explain that FF 2 is available in Ubuntu. Install the
package firefox-2. 

That said, there is no "stable Firefox 2.4", Ubuntu 8.04 is a version
2.0.0.13+1nobinonly-0ubuntu1, and the Firefox website has 2.0.0.14
