A few seconds? Slows down booting slightly? Your hard disk must be
small. I haven't timed the file system check on my system, but for my
200 GB partition it's more like a few minutes, or at least a couple, not
a few seconds. I can't stretch my imagination far enough to call that a
slight slowdown :-)
