reportbug-ng sends bugs to Debian, not Ubuntu

Justification: renders package unusable

reportbug-ng are send to debian, so goes to /dev/null.

Package is strictly unusable if not configured properly.
So either remove it (and force users to use the not practical web BTS, or old 
reportbug) or fix it is needed.
