Ubuntu's OpenOffice formatting changed from XP's OO formatting

Not really. OO is a word processor and not a pre-press tool. If you need
uniform formatting and layout across computers and platforms, there are
other file formats that specialize in that, e.g., PDF.

As another example for the same behavior, many of MS Word's formatting
aspects depend on the printer driver; they are not even consistent from
one Windows PC to the other.

That said, there are some things you can do: the most important thing is
to install the same fonts on the Ubuntu machine; obviously, Comic Sans
MS is a proprietary Microsoft font and is not installed by default in
Ubuntu.
I don't know about changed font size and such, that seems a bit
excessive. I'd recommend Google and/or the OO forums.
