lspci returns:

00:02.0 USB controller: Ali Corporation USB 1.1
Controler (rev 03)

Should I upgrade driver for my USB controller?

Can you test with another USB device, for example with
a hard drive,
whether all copies over USB (regardless which type of
device) are
 slower
on Ubuntu? The transfer rate you see is not too far
from the specified
data rates of USB 1.0 [1.5 Mbit/s (Low-Speed) and 12
Mbit/s
(Full-Speed)]. It is possible that your USB device is
not correctly
recognized as a 2.0 device.

What is the output of lsusb in the terminal, and which
version of
 Ubuntu
do you use?

The partitioning is ok. 2 GB for swap are fine, and
one partition for
root is ok too (splitting it up has some advantages
and some
disadvantages). In any case, it has nothing to do with
the USB problem.
