Haven't tried it and 'man mkfs' isn't particularly helpful, but this is:

So, yes it appears that you can use mkfs to format a floppy, but the OP
was looking for a GUI to format the floppy. kfloppy works well in both
kde and gnome & should suffice until: 1) a feisty gnome-util with
gfloppy included is provided, or 2) an upgrade to gutsy (which
supposedly has gfloppy included).
