I just tried a simulated burn for a 700Mb CD-R with GnomeBaker and the
program reported no problems. I suppose you have tried different CD-R
disks to make sure that the problem is not a defective disk? If you
haven't done it yet, you might also try Gnome's own CD/DVD creator,
which is in the Places menu.
I found this bug that might, or might not be related to your case:

The report doesn't mention if there's any difference between CD-R and
CD-RW disks.
