Since switching to Ubuntu (from Fedora), I've found that Firefox is a
lot more likely not to follow my instruction to "Open Windows in new
Tabs." I get a lot of new windows opening.
I pretty much never want a new window to open. I want things in tabs.
How can I make that happen?

I'm pretty sure it depends on how the page is actually opened in the HTML. To ensure that it always opens in a new tab I use the "Tab Mix Plus" extension and force single window mode.
I too use Tab Mix Plus - and that has fixed any sort of problems like what you are talking about.
I know it was happening occasionally, but forcing single window mode did correct the issue. ; )
