open windows in new tabs (Firefox)

I think "Switch to it immediately" does not govern whether the link
opens in a tab, but rather whether that new tab loads in the
background or not. I prefer not to switch to the new tab immediately,
but rather for it to load in the background.

The problem I am having is that, even though I have selected

Edit|Preferences|Tabs|New Pages..| check "New Tab"

new pages open in new windows, sometimes.

This is FF 2.0.0.6, installed & updated via apt-get.
