A quick fix would be to put 192.168.1.12 in /etc/hosts on the target. As
a general rule, /etc/hosts should be identical everywhere within your
network.
I have no ready answer for why dig works and ping doesn't.
I am suspicious of that /etc/hosts.conf file. Try renaming it to
something else and seeing what happens.
